could highly erratic internet be because of a single modem connected to a ethernet switch to 2 computers

l have been getting severely erratic internet connection. Sometimes l would

get good bandwidth, other times abysmally low. l was told by my ISP that my

cable modem is being shared by another customer. (my cable modem is outside

Thanks, l confirmed with the ISP, It is a switch 
not a router. again as l am typing l find that my speeds are really slow. l 
asked my neighbor if they were using the net, they said no. But they too do 
find that their internet is slow. For the net to slow down is it necessary

You need to find out if the box that splits the Ethernet cable

into two lines for the two houses is a switch or a router.

A switch does not allow two machines to share an internet connection.

If you have this system

The Internet connection will be a mess. It may work, then fail then maybe  
work later  
 
If you have this system  
Internet>>>Modem>>Router WAN Port  
Router LAN Port >> House 1  
Router LAN Port >> House 2  
 
Then you can have a reliable, shared connection. You speed will depend on  
what ur ISP gives you & what you & ur neighbor are doing at the time.  
If both of you are surfing & reading e-mails, then you will never know the  
other is on line.  
If one of you is downloading on a P2P network, or playing an on-line game,  
the other will see a slow connection.
